APRIL 9, 2023 I attend a play at the Waterville Opera House; my phone pings me leaving there at 4:22 pm. I then walked to my vehicle that was parked on the Lockwood Hotel side of Main Street & was thinking to myself about going home & eating leftovers or going to Silver Street Tavern & ordering the Easter special. I decided to do that, I unlocked my vehicle, grabbed the book that I had been reading & then also grabbed a new book (because I only had 2 chapters left in the current novel I had been reading) I then walked across the street & entered Silver Street Tavern; maybe 50/60 feet at most. I didn't encounter anyone, anything, or any drugs in that short 1 minute walk. At 4:30 pm my life stops, all phone usage ends at this exact minute, last memory I have is opening my book to the first page of the last two chapters, I placed the bookmark in the front of the book. Then I looked down at that first page & thought "Am I going blind?" as I sit at ...

 APRIL 10, 2023 14 hours later I wake up in a jail cell in another county; drugged, raped, sodomized, bleeding & charged with FOUR crimes. I am not drunk, I am not hungover, I am actively bleeding from my rectum, I have been violated vaginally, my hip flexors hurt, my left armpit is swollen & both of my armpits hurt, I have no peripheral vision (my peripheral vision starts to return 5 days later on the evening of April 13th), my hands are visibly shaking uncontrollably & I am experiences symptoms of shock. I am allowed to bail myself out of jail & have difficulty driving home due to lack of any peripheral vison & have to turn my entire body in order to check for oncoming traffic. I am shaking uncontrollably & experience full symptoms of shock at this stage & have to pull over due to shaking & sobbing. APRIL 11, 2023 My bank contacted me & told me my account was in the negative. I then learned that as I lay, drugged, raped, sodomized & actively bleeding; my bank accounts were being drained of all monies. I was robbed WHILE I WAS in jail. My bank account started to be emptied that evening of Easter Sunday as I was actually being arrested & continued into that evening, then throughout Monday while I was still IN a jail cell & continued into Tuesday until my bank contacted me due to being in the negative. Basically they robbed from the account until it ran out of money & they then got denied. My bank card was in my wallet when I bailed out Monday morning; yet everything in my wallet was in a different place. My bank fully investigated it, they have traced it to online gambling sites, bank confirmed & verified that I was robbed, they have returned ALL money to me...it took them less than 3 days to determine that. APRIL 28, 2023 I reach out to Waterville PD & ask when my case is going to be assigned to an investigator; I am told that “Once the report gets written up it would be go to the detective division & assigned to an investigator”. I also asked when I would be able to speak to an investigator & was told “It might take a bit of time, if you do not hear back from anyone by May 5, 2023 then I could call the department”. I offered up my timeline, maps, statements, all documents, all evidence, all legal releases, access to my vehicle, access to my phone & numerous pictures to Waterville PD; I am told that once an investigator is assigned to my case if they feel they need these things they will request them from me.

 APRIL 29, 2023 I learn that a local woman had called someone on her cell phone from the basement of XXXXXX asking for help. Woman said that she had been drugged & didn’t know what had happened to her & that she was in the cellar basement at XXXXXXXX & needed help. The friend then drove to XXXXX found her drugged out in the basement & assisted her out of there. Friend stated that the woman was drugged & out of it & they didn’t know what to do with her so they took her to her parents’ house so they could decide how to assist her. I supplied Waterville Police with this information & the woman’s name & picture as it took place at the same establishment that I was at on Easter day.

 MAY 2, 2023   I called Waterville PD again asked if my case had been assigned to an investigator yet & was transferred to the voicemail of Detective Gordon & I left a message that I had reported that I had been drugged & raped on Easter day at Silver Street Tavern & needed to speak with the sexual assault investigator. I NEVER received a return call, nor spoken to Detective Gordon; not once. I then asked to speak to the Patrol Officer Benecke that I reported the crime to & was told that he be back at work either May 8th or 9th.

 MAY 4, 2023 • I called Waterville PD again this time asking for Detective Gordan & they sent me to his voicemail once again. I then called back & asked if my case had been assigned to Detective Gordan & dispatch stated that they did not know.

 MAY 5, 2023 • I received a call from Patrol Officer Tanya Allen, she stated that Officer Benecke had not gotten a statement from me & asked if I could pick up a form at the PD & complete one. I asked her if she was handling my case & she replied that she was. I asked to meet with her first thing Monday morning face to face. Officer Allen told me that she was scheduled to answer phones all day on Monday & would not be available. ( I then went down to Waterville PD & completed a form that stated I had reported a crime). I also later emailed Officer Allen & asked to meet face to face on ANY day; meeting was set for the day of May 9, 2023, yet no time slot was given to me on that date. 

 MAY 9, 2023 • I had not heard back from Officer Allen, so I called to clarify at what time would we be meeting; dispatch sent me to her voicemail. Later that day I received an email from Officer Allen cancelling the meeting for that day. I called Waterville PD & asked for Officer Allen & they again sent me to her voicemail.  • I then called Waterville PD again & spoke with dispatch & they stated that her shift was over & that she had gone home. I asked if she would be in the following day of May 10th & he stated that she would be & that if I called at 9am, this would be a good time to reach her as she would have had time to settle in.  I also asked dispatch if Officer Allen was patrol or a detective & if my case had been assigned to her & he stated that she floats around; answers the phones, does patrol & that sometimes Waterville PD has patrol do investigations. I told him that I had reported to Officer Benecke on that I had been ...

 MAY 10, 2023 • I went to Waterville PD & asked for Officer Allen, dispatch office stated that she was not in on that day. I then asked if Chief Bonney was in; they said he was, yet that they were not sure if he would speak it me; I asked for 2 minutes. While I waited I was told to file another Waterville PD statement as my case would need that even if I had already given a statement to Officer Benecke & had also completed the written statement that had been requested by Officer Allen; this would now be the third time I completed that ‘form’.  • Office McDonald then came out to the lobby to speak with me; he stated that he didn’t know what this was about & that he was one of the Sergeants of the Patrol Department, yet the Chief would not be speaking with me. He then went back inside & spoke to the Head of Detectives; Sergeant Ryder & informed me that Detective Ryder said that Officer Allen was the only I would be speaking with.  MAY 11, 2023 • Received an email from Officer Allen of Waterville PD saying she could meet with me about my case May 12, 2023 at 9am.

 MAY 12,2026 • I met with Officer Allen at Waterville PD & brought a third party who took notes; copy of those notes has been saved. Officer Allen shared the following:  ✓  Inside video footage of Easter Day at Silver Street Tavern had been deleted on 5.19.2023 & they did not have it backed up.  ✓  Lockwood Hotel on Waterville Maine does not have security cameras; she went there & checked.  ✓  Officer Allen stated she spoke with two of the staff from Silver Street Tavern; the bartender (Anthony Tuell) & the manager (Karen Dennis Thompson). The manager stated that she remembered me from the first visit before the Waterville Opera House play; yet does not remember me returning after the show. The bartender stated that I “arrived drugged & tripping” “that I did not have anything to eat nor drink at Silver Street Tavern when I returned” (I had one beer before the show that is on my charge card, with a tip, that my bank can pull the data...

 MAY 16, 2023 • Officer Allen called me to ask the following questions: “If I drank every day, how often I drank & how much I drank & did I drink to the point of blackout”. She also wanted to know how long it took me to take the organizer out of the passenger side of my vehicle. Officer Allen also told me that Silver Street Tavern was not a safe place to go & that someone had been shot out in front of it two days prior and that she wouldn’t go there.

 MAY 18, 2026 • I collected receipts, dates & pictures of each time I drank over the past year & dropped the documents off for Officer Allen at Waterville PD.

 MAY 19, 2023 • I sent the following email to Officer Allen: “ Officer Allen, am at my office & vehicle today; had someone use a stopwatch to see how long it took me to remove the passenger seat organizer.  It took me 18.15 seconds. I also had two others remove it without any instructions, information or witnessing me remove it. First person took 29.20 seconds. Second person it took 25.94 seconds. I hope this helps in some way.” • Also on this date; I called my PCP for an urgent appointment; I had sore on the right side of my labia. PCP scheduled me for that same day & diagnosed me with Herpes type II that is contracted by genital to genital contact.  MAY 22, 2023 • The State deems me a danger to the community & suspends my driver's license for being 'charged with the crime of refusing to test while being arrested for an OUI' on that Easter Sunday. I have not been before the court once for any charges to date; this is done just solely based on being charged by law enforcement on that Easter Sunday.

 MAY 23, 2026 • I posted this privately to my Facebook page:  “Not gonna be a popular post...yet don't fucking care. Easter Sunday, on a sunny afternoon, 10 minutes from my fucking home; I was drugged, raped, sodomized, robbed & left for dead like a piece of trash. Then when the police found me, in another county, 50 minutes from my home, unable to tell them my name or where I lived, they arrested 'me' & threw me in a jail cell.  MAY 24, 2023 • My friend sent me a screenshot of a woman sharing her story on a Waterville Community Page that was very similar to my experience. Friend stated that she had joined a Facebook Waterville community page and that there were women on the page disclosing experiences very similar to mine on that page. • I then also joined the group & started to try to keep track of all the victims that came forward; yet the posts were being deleted as quickly as they were posted. I told her that I would not speak to her on the phone & would meet with her in person with my attorney present. We made an appointment to meet the following day (May 30, 2023) at the Waterville PD with my attorney.

 JUNE 1, 2023 • I dropped off the new medical release requested by Officer Allen to Waterville PD & filed  a written request for updates related to my case:  “Request any & all updates on what has been found conducting my ongoing drug/rape investigation & all answers to my questions submitted to Waterville PF on May 12, 2023 to Officer Allen related to my investigation. Identity of the people & staff working at Silver Street Tavern on April9, 2023 & further statements they have given.”  

 JUNE 2, 2023 • I received an email response from Officer Allen:  Officer Allen’s response:  “Pamela, The medical release that you provided to Officer Benecke was provided to Maine General to get the medical records pertaining to your complaint. The records department did not attach all records because you have to indicate “SANE kit, DV investigation” for them to provide those records to us.  The release you have to sign (if you chose to do so), is the same exact form you filled out before, but records is requesting that the “other” box is checked or they won’t release the pertinent information for the case.  Thank you for completing and returning the release.  I will file for the additional records today.  JUNE 8, 2023 2 MONTHS since I was ‘drugged, raped, robbed, sodomized & arrested’ • I received a written response from Waterville PD about my request to learn about the progress of my case that stated: “The offense report is considered an active investigation and cannot be released at this time.  JUNE 17, 2023  The Silver Street Tavern Manager, Karen Dennis Thompson, posts publicly on social media that  Silver Street Tavern has ALL the proof that I could absolutely NOT have been drugged & raped in her establishment & that Silver Street Tavern has "cooperated fully with this investigation". Karen Dennis Thompson, the Manager of Silver Street Tavern then wraps up her post & adds that Silver Street Tavern... "Is not hiding anything"  "Has fully cooperated with the investigation".  "Wants me to find answers".  "Welcomes an investigation " "Hopes I will provide info" "Would love to hear my story" "Hopes I cooperate & offer information on what happened to me on Easter Sunday at their establishment" "Hopes I speak out to the media"

 JUNE 19, 2023 The media show up at my home unannounced & tells me that Silver Street Tavern is putting out their story to the press & asks if I would like to respond. I state that I do not know what else I could add; as I had already shared my experience publicly.  Later that same day I send her a written comment stating “That I hoped included in the news release is a response from local government, law enforcement & the business community of Waterville and what changes are going to be made to keep community members safe…rather than just stating that it is not happening.  Instead a response as to what they are going to do to stop this from continuing happening to so many women & that I thought those voices also needed to be heard.” 

 JUNE 21, 2023 While I am in a therapy session with my trauma therapist, processing being drugged, raped, sodomized, robbed & then arrested; I am served with by a Deputy Sheriff with a Cease & Desist Notice from the owner of Silver Street Tavern, Charlie Giguere; stating that if I did not cease making false, baseless & defamatory claims against him and Silver Street Tavern that he would sue me civilly and file criminal charges against me.  

 JUNE 22, 2023 My criminal attorney reported to me that DA Maloney offered to allow me access to the Waterville Police investigation information of the drugging, raping, sodomizing & robbing in order to utilize that information to defend myself in the criminal charges against me from that same day:  1. Failure to Stop  2. Operating Under the Influence 3. Refusal to Test 4. Failure to Sign the Summons (for those first 3 criminal charges).  I would be allowed the information in order to defend myself in the criminal charges against from Easter Sunday ‘IF’ I signed a legal ‘Protective Order.’ This ‘Protective Order’ would then legally prohibit me from speaking about the information related to the ‘drugging, raping, sodomizing & robbing’ investigation from that same Easter Sunday afternoon.

 JUNE 23, 2023 Morning Sentinel news article is released;  • Silver Street Tavern's ORIGINAL statement to the Waterville PD was that I "walked in already drugged & tripping' , they served me NO food nor drink, that later a male staff member 'found me still drugged & tripping' in their 'basement' & told me I couldn't be there, to which I then apparently crawled my drugged self-back out of the closed basement that I had also taken myself into & that I left Silver Street Tavern at 3:45 pm".  • NOW their statement to the Maine Sentinel is that I walked in “not right” was asked to leave “ another part of their establishment ” at “4:30 pm"...they have cleaned up their original statement & conveniently shifted their timeline 45 minutes back to match the truth of when I was IN THEIR BASEMENT drugged, raped, sodomized & robbed.  • Charlie Giguere states: “This situation has led to sleepless night and created stressful, anx...

 JUNE 26, 2023 [REDACTED BUSINESS NAME] hangs a handwritten sign on their door stating, “Closed for Technical Issues”. News article also released stating that XXXXX was ordered to cease all business for code violations; one thing on the list of violations…’Install “NOT AN EXIT” sign in the basement storage area.

 JUNE 27, 2023 I met with a local Waterville clergy member & a Special Agent from ATF & was informed that two Waterville community members had come forward & identified an individual that was “bragging that they finally got to fuck a bald woman” (I am Buddhist & shave my head for theological reasons).  I was also informed that this individual was a 3 time felon for drugs & guns, was going back to prison on June 28th for violating his probation & that for the past year & currently has been working in the kitchen at XXXXXXXXX.  

 JULY 4, 2023 I spoke to an owner of another downtown Waterville bar that morning who stated;  "I personally know women, XXXXXX College students, even men that have been drugged & then assaulted in downtown Waterville establishments...even before you went public with it. The number has to be in the hundreds because it has been happening for years. Someone must be covering this stuff up; the city let's these places operate with impunity...it has to come out & be stopped." Then I asked if these individuals that had disclosed their own drugging & assaults would they come forward & speak out...I was told "They don't want to get involved."

 JULY 5, 2023 More threats from the community; “I suggest you take your post about Silver Street tavern and my brother off your Facebook before shit gets real bad for you. You have no idea what ‘ur’ going up against and you don’t know my brother at all. Not in ‘ur’ best interest to keep saying false accusations.” I posted the threat on Facebook & next post was followed with: “Pretty sure nothing in that is a threat. Clearly you are an attention seeker. You need some serious help.” 

 JULY 8, 2023 • I discovered that women previously had come forward to Waterville Police Department about sex trafficking that was happening in downtown Waterville Maine.  That resulted in LD 1730 being introduced & accepted because so many women actually needed a legal defense to the charges of prostitution that they found themselves trying to defend against; yet in reality they were being sex trafficked against their will. So stemming from the high crimes of sex trafficking of women in Waterville, Maine then actually passed a law that allowed women to utilize a legal defense to being arrested for prostitution. I am reaching back out to you since you have not returned my email about this. Aside of the phone, is there anything further of evidentiary value that we should discuss surrounding your case? Respectfully, Sgt. Tanya Allen” 

 JULY 14, 2023 Waterville Community Page community member informs me: "You have been told to "legally shut up" about it, so now it's "just annoying & nobody cares"...it is time for you to accept that the powers in charge "are going to win NO MATTER what you say or do" & you should just get on with your "freaking journey of trying to heal & move on with life the best that you can. "Then my access to the Waterville community page is shut off.

 JULY 23, 2023 My total out-of-pocket cost of being drugged & raped on Easter Sunday is now $21,902.36 . This above total does not include my ongoing trauma therapy, my lifetime Herpes II medication, my ongoing legal fees, nor my ongoing loss of wages.   This does not address the damage done to my heart, my soul, my life...to 'me'.  This JUST the fiscal cost of this situation for me...I am drowning in trauma, isolation, silence, fiscal rape & fucking hypocrisy.

 JULY 30, 2023 Law firm had me file a request for a preserved sample from the 6 viles of blood drawn from me during my ER rape exam at Maine General  Hospital.   I did that & just heard back from the laboratory that 'had' my blood... it is gone; it has been destroyed . I started crying on the phone, they had other lab professionals go through the forensic samples in their cold storage...mine is gone.  AUGUST 1, 2023 July 29, 2023, I legally purchased a firearm on Saturday afternoon from a Maine-licensed gun shop; the firearm had been specifically ordered for me, I waited for it to come in & they called me to let me know it had arrived.   Additional facts: I am veteran, prior police officer & currently legally own other firearms; all were purchased & legally transferred to me in the State of Maine.
