• I went to Waterville PD & asked for Officer Allen, dispatch office stated that she was not in on that day. I then asked if Chief Bonney was in; they said he was, yet that they were not sure if he would speak it me; I asked for 2 minutes. While I waited I was told to file another Waterville PD statement as my case would need that even if I had already given a statement to Officer Benecke & had also completed the written statement that had been requested by Officer Allen; this would now be the third time I completed that ‘form’.
• Office McDonald then came out to the lobby to speak with me; he stated that he didn’t know what this was about & that he was one of the Sergeants of the Patrol Department, yet the Chief would not be speaking with me. He then went back inside & spoke to the Head of Detectives; Sergeant Ryder & informed me that Detective Ryder said that Officer Allen was the only I would be speaking with. I then asked Office McDonald why my case was being assigned to a patrol office & not a detective & he stated that “The detectives could help her on it if needed”.
• I gave Office McDonald my written statement & all of the documentation that I had previously given to Officer Benecke & asked if I could speak to Sergeant Ryder & he said I could not. I asked if he could at least give my statement & evidence to Sergeant Ryder Head of the Detective Division & was also told; “No, as Detective Ryder does not investigate cases”. Officer McDonald told me my only option was Officer Allen & he suggested that I try to call Office Allen on Thursday May 11th to see if she was at work & also suggested that “a call would be better than me coming into the department”.
• Later that same day I went to Kennebec County Sheriff & Maine State Police to try to get assistance & they informed that due to jurisdictional reasons my only option to report this crime was with Waterville Police Department.
